What I've been doing for a few years and has worked perfectly (so far) is to swap "~author" for "dist" and take out the version.

http://search.cpan.org/~dwheeler/SVN-Notify-2.78/lib/SVN/Notify.pm becomes http://search.cpan.org/dist/SVN-Notify/lib/SVN/Notify.pm.
