You can actually just remove the version from the URL:

http://search.cpan.org/~dwheeler/SVN-Notify/lib/SVN/Notify.pm

If that behavior is documented, I do not know where. Of course, on here on PM you can also link with [mod://SVN::Notify], but I imagine that's not what you're asking.
