Could that be part of the Cow Parade? They were in NYC a few years back; I loved the whimsical nature of a lot of the pieces, like this one.

    Might have been, but I don't think so. They're pretty much up in wine country, similar to how San Francisco has hearts painted by artists to match their location around the city.
