Of course, Gandalf would have to have his text transliterated into tengwar, and use Perl in Quenya.

        Presumably you're referring to the Tengwar. Apparently there is a proposal to include Tengwar in Unicode, but that's as far as it's gotten.

        I can see it going either way. Quenya was the "Latin" of Middle earth and Gandalf's "native" tounge. Of course, though, Sindarin was in the Third Age the more commonly used language (among the Elves). I see Perl as a language that is extremely accessable and easily learned by those without lots of prior progamming experience. So, in that case, Sindarin would be the apropriate choice.

    "Wizardly [cryptic] runes" would imply something really inscrutable, like APL. And they accuse Perl of resembling line noise?
