In the past I have used psexec from sysinternals to kick off applications on remote Windoze machines. It is free, but not open source.
You could call psexec from within your perl scripts, depending on what you want to do, how things slot together. I'd be keen to hear of native Perl methods also. Kia Kaha, Kia Toa, Kia Manawanui!
