Making them aware of how easy Perl::Tidy and Perl::Critic are to use could help--they can transform ugliness into prettiness pretty quick, and that would eliminate one of your problems. Then it's just a matter of going through and writing documentation, which is guaranteed to take less time than writing new code and documentation. I'm a peripheral visionary... I can see into the future, but just way off to the side.
