sundialsvc4 has asked for the wisdom of the Perl Monks concerning the following question:

Oh fellow Monks, this penitent humbly proffers a new tutorial on the subject of PERL5LIB, to be found in your obedient servant's Scratchpad for your kindly or not-so-kindly reviews. That it may become, one day, perchance prithee, a Tutorial... after suitable revisings.

It would be better to post your tutorial here (or even better probably in Meditations) with a (RFC) tag in the title. Scratch pad content is transient and any "replies" made here will be completely out of context when your scratch pad's content is changed.

Perl is environmentally friendly - it saves trees
I am but trying to follow the protocol there-described. The page that we all know, suggested that I mention it in the Chatterbox. I merely wish to draw attention to it, before moving it forward to the RFC stage.

Using the chatterbox to draw attention to something on your scratchpad is fine. They're both impermanent. (The cb is quite ephemeral.) Creating a permanent node to draw attention to something which is impermanent doesn't make sense, and the site FAQ does not recommend this.

It's not too late to update your root post with the contents from your scratchpad.

A word spoken in Mind will reach its own level, in the objective world, by its own weight
