yeah, cpan on windows is famously #$@#$%!-prone.
you're probably missing the build utils, familiar tools on linux machines such as compilers and make you want the Visual C++ Express Edition, now found here (formerly known as Visual C++ Toolkit). oh and one more prerequisite to happy CPANing: good luck!
