I also recomend Indigoperl(Apache).
I also believe in being lazy, but getting Indigoperl up and running was a snap. Creating an advanced configuration (multiple vhosts etc.) might be a little bit difficult(just a little bit), but testing a couple of scripts, or a single mock web site is easier than cake.
Plus, IndigoPerl comes with a GUI(Web-Based) Perl package manager.
