Yes, you are using a perl portal ... perlmonks which is based on the everything. I've used Kwiki as a "portal" and liked it. Maybe you should define what you mean by a portal and then we can answer your question better. CMS (Content Management Systems) are often forms of portals and there are numerous perl implementations but maybe that's not what you're after.

    Use of a portal designed to provide access to multiple application via channel portlet, with single sign on. Where users can customize their colors and sometimes the skin layout.
      I find that definition to be about the same as the definition for "website" and not very helpful in determining what you are looking for.
