Been a while since I've looked but I seem to recall that Movable Type does it the same way. No need for the end user to ever install modules via a shell as all common non-core libraries are bundled in $INSTALL_DIR/extlib.

    Moveable Type is a great example of a high-profile Perl web app that has a reputation for being easy to install. I'm not surprised they use a similar approach.
