Non Perl questions don't really go down very well here. Have a look at the html behind your favourite webmail service, they pretty much all do what you're asking.
If you're writing a Perl cgi to accept the upload, have a search on here, try to get it working on your own, and then come back here with any problems you can't solve yourself. Cheers, Rob
