If you plan to use the many web based services/forms to send sms messages, then GSM::SMS, SMS, or Net::Sms are your namespaces, as others have said.
Otherwise, if you want to use your own mobile phone driven by a perl script via serial/bluetooth/irda port, you can <subliminal_ad> look at Device::Gsm <subliminal_ad>.
