I think not reading the manual doesn't necessarily mean that you are good, but that you are very familiar with what you are using (which might be a very small subset of Perl!). And even if you are a Perl super-guru, if you are using an unfamiliar module (and no one can be familiar with all of them!) you'll have to look up the documentation.
