Time sheets a good for measuring activity, not performance. Unless you're a consulting company (mostly concerned about billable hours), there's a big difference between the two.
Ideally, the timesheet information is used to build a database of metrics that are fed back into project estimation process. If you're development processes are consistent, this is useful. However, I've rarely seen this implemented successfully.
