I don't know if it is "akin" to perl monks, but you should check out PHP Freaks. You can find a lot of good info there. Also, you can't go wrong by going directly to the source.

Update: Obviously, I am posting the above tongue-in-cheek. mdog, the world of PHP is full of forums and help sites much like most other languages. I doubt, however, any place would come close to the spirit and community of Perlmonks.
