I'll stick to question number 2: Take a look at http://search.cpan.org/~seyn/Pogo-0.10/Pogo.pm and decide for yourself. The OO database used is called GOODS, more information about it and several other OO databases for different programming languages can be found at http://www.garret.ru/~knizhnik/.
