Its available from CPAN. http://search.cpan.org/dist/Test-Simple/ If silly office politics prevent you from installing CPAN modules you can copy the module straight into your test directory and have your tests do "use lib 't/lib'". See http://search.cpan.org/src/MSCHWERN/ExtUtils-MakeMaker-6.23/t/lib/Test/ for an example.
