Have you done a google search for "expat", downloaded that package, and installed it on your machine? It is not a CPAN package, but XML modules from CPAN depend on having it installed in order for the module tests to work (and maybe for the compilation stage to succeed as well, since expat provides a C subroutine library).

XML::LibXML relies on the Gnome libxml2 library not the older expat library.
To install this excellent module you will need a c compiler, to buid and link the perl to the c library, or some nice person to have done the compiling and linking already (as tachyon's suggests).
XML::LibXML is a very powerful and useful module, and it does work fine on Windows, it's well worth the effort to get it installed.
