It's the difference between a programmer, and a computer scientist. The basis of computer science is not computers, and nor is it programming. The basis is math.

    A sum of a natural sequence is taught in school. Fourteen years old schoolboy is not a computer scientist yet, but he can be a pretty good programmer. :)
