    You may not have seen my response to the same question you asked yesterday here. See Need help getting started with Win32 Perl Programming.

    PPM is for installing modules. You are not in need of installing modules. Don't run PPM. Do follow the example given in my followup to your last question.

    Also, please do have a look at the Tutorials section here at the Monastery. It has a great introduction to Perl, as well as the following tutorial: Composing effective node titles. "HELP" is not an effective node title, because it doesn't provide any description of the question. Presumably anything posted in the Seekers of Perl Wisdom section is seeking HELP. What if everyone used "HELP" as their node title?
