FYI, it isn't "another" node, just the same node with the ownership and content changed and approval removed. Go ahead and try to approve it, you can't. Only janitors can approve reaped nodes, and that certainly doesn't happen often.
Like chromatic, I wonder why you think reaped nodes should be approved. Please explain your thinking in case we are overlooking something or it illustrates some confusion others might share and/or that we might address with site or documentation changes.
