You want "cuddled else" (-ce):
perltidy -ce script.pl
The Perl Best Practices book recommends: "Don't cuddle an else". You need to buy the book if you want to know the reason. Perhaps perltidy adheres to this as its default behavior.

<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
