If you installed Crypt-SSLeay from the UWinnipeg 10xx repository via ppm, a post-install script should have been run, offering to fetch and install the required libeay32.dll and ssleay32.dll. If this didn't run, you can get them directly from http://cpan.uwinnipeg.ca/PPMPackages/10xx/scripts/. If you have other versions of these dlls on your system, make sure the location you installed the dlls from the UWinnipeg site into appears somewhere in your PATH ahead of the others.
