Downtime? What downtime??? It's not my personal computer, which is shut off whenever I'm not using it, but the Sun box that runs the NMS core of my employer's network. (A large private telco) We don't believe in down-time :)

Sadly, that low load average is because this noble beast's task has just been moved to some brand-new upgrades. It will be decommissioned in the coming weeks.
