I do not recommend using regular expressions to parse a CSV. What happens if part of the input includes a comma? In the Massive Overkill department, I would suggest using DBD::CSV:

   $dbh->{'csv_tables'}->{'data'} = { 'file' => 'data.csv'};

   while ($sth->fetch) 
   {
