In that case, you'll want to make sure that the account that is used by the webserver to run the script has the proper permissions. To have your script tell you what account that is, insert into your script:
printf "user/group:%s/%s</br>\n",scalar getpwuid( $< ), scalar getgrgi
+d( $( );
This user needs to have access to the directories your system uses to store it's perl-modules.

Posts may use any of the Perl Monks Approved HTML tags. Currently these include the following:
<code> <a> <b> <big>
<blockquote> <br /> <dd>
<dl> <dt> <em> <font>
<h1> <h2> <h3> <h4>
<h5> <h6> <hr /> <i>
<li> <nbsp> <ol> <p>
<small> <strike> <strong>
  <table>
<td> <th> <tr> <tt>
<u> <ul>
-
Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
