The real fault lies in the compartmentalisation of organisations and it takes a lot of effort and human networking to overcome that.

With good management of code, people and processes you CAN use CPAN modules in large corporate organisations
Nobody is saying it is easy or cheap but it is obviously true as testified by the thread posters who currently work for said organisations.
