i think it's a common practice to let all links to other sites open in new windows,
and relative links staying on the same site open in the same window. maybe that could be applied here, links made of [title|id://id|...] don't have targets, links created by [http://some.other.site.example|title] get a target. (update: meant as a proposal like it could be made)
and if you want control, use <a href...
links that i'm unsure of, i always open in a new tabbed opera window, anyway.

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
