I use formats quite often, actually.
I would guess they're not very popular mainly because of two reasons:
- There's a bit of a learning curve to get over, as soon as you start doing things a little fancy, like filling columns, using multiple formats, and so on.
- There isn't much call for flat reports these days. Most output that has to be nicely formatted is put into HTML.
But I've wondered about their popularity (or lack thereof) also.

Posts may use any of the Perl Monks Approved HTML tags. Currently these include the following:

<blockquote> <br /> <dd>
<dl> <dt> <em> <font>
<h1> <h2> <h3> <h4>
<h5> <h6> <hr /> <i>
<li> <nbsp> <ol> <p>
<small> <strike> <strong>
<sub> <sup> <table>

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
