You can do ActiveX with Tk only using http://search.cpan.org/~vkon/Tcl-Tk/ as seen at bottom of http://vkonovalov.ru/perl-tcltk.htm

However better yet doing without such way of embedding ActiveX but with other way round...
Will provide more details if needed
