Well, I have no real opinions myself but this is what I suggest.
I think, that in order for perlmonks.org to get better, you must first advertise. We can start this by maybe creating a "Links" sections where you can trade links. I know this maybe sound like a childish and stupid idea, but I know that if you had some sort of smaller banner, I would sure as heck put it on my page. Thus, from this, we have more "heads" (if you will) to suggest opinions and express ideas for the good (or the bad), and for the advertisement of perlmonks.org. I also think that in relationship to the advertisement thing that each member with a website, personal page, or otherwise should be required or influenced to put their link on their page.
