If you consider this to be an attempt to grow Perlmonks, it is afterall a "New Discussion" topic, which generally deals with issues about Perlmonks. Why don't you turn this into a Perlmonk exercise and build the filter, or write the proxy. I for one would like to be able to use such a proxy at home but still lack the ability to write the code myself. It might even be an interesting project, and it may prove useful to other monks.

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
