Well, I'm all for "change" if it's ... "stable" :)
Meaning, I don't fear "change" if it's consistent across platforms/programs, etc. and if it makes sense. But that's not the reason I mentioned the "standards body".
Anyway, I hope you will elaborate on the alternatives. I'm really curious.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
