You're committing a logical error based on a presumption that the community will diminish by adding members who would not otherwise participate in the community. It's not the people who can write English well that this would benefit.
Are the people now posting in English all going to post in some other language? Is this going to cause massive deletion of the current and future databases? If people want to post in some other language, let them.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
