Sounds like a perfect use for http://perlmonk.org. Get an
account from jcwren and use it for your wiki. You have
many choices over at CPAN: Wiki.
As for making changes to this site ... i say the same as i always do: join pmdev. If you don't have the XP yet to become one, well, you have something to work towards. ;)
UPDATE: wait a second ... has no-one mentioned our
scratchpads yet? That could be considered a
personal wiki of sorts ...

<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
