I consider this statement to be inaccurate and not quite pendantic enough for flaming someone! Observe:

sub bar {
        no warnings 'exiting';
        redo FOO;
}
FOO: {
        print "Hey!";
        bar();
}
[download]

The redo worked and the label did not exist in a surrounding loop block.
