I used the CGI module, didn't have any luck with the other modules. Most of my troubles were caused in the setting of the cookie, so the reading of it would probably have worked for me with the other modules.
use CGI qw(:standard);
$gotcookie = cookie('login');
$gotcookie will contain the contents of the login attribute from the cookie.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
