Right you are, ikegami... but the use of the code:
our $LocalTZ = DateTime::TimeZone->new( name => 'local' );
my $dtnow = DateTime->now(time_zone => $LocalTZ);
...seems to be a practice that many folks follow, mainly in the interests of performance and consistency.
