This is wrong:
my $xml = do {

It should be:
my $xml = do {
local $/ = undef;
open (my $fh, "<:raw", $file) or die "Failed to open $file - $
+!";
<$fh>;
};
XML files are binary files (parsing the document is required to determine the encoding), not text files (files where the encoding is external to the document). It is the parser's job to handle decoding.

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
