"Hi Monks, not sure if this question got lost over time, but was hoping to get it back on the radar"
It didn't get lost, it's been less than a day since you posted. You found an example using Spreadsheet::ParseExcel, and have a HTML output you seem happy with. Use this as the basis of a template (HTML::Template/Template) and populate it with the values extracted using Spreadsheet::ParseExcel. Tutorials->Framework, Templating, and Content Management Systems->HTML::Template Tutorial. Read and understand the module docuemntation, the linked tutorial, have a go and if you can't get it to work the way you want reply with what you've tried and the errors and I'll take a look.

Posts may use any of the Perl Monks Approved HTML tags. Currently these include the following:
<code> <a> <b> <big>
<blockquote> <br /> <dd>
<dl> <dt> <em> <font>
<h1> <h2> <h3> <h4>
<h5> <h6> <hr /> <i>
<li> <nbsp> <ol> <p>
<small> <strike> <strong>
  <table>
<td> <th> <tr> <tt>
<u> <ul>
-
Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
