First of all, the old %PATH% could be searched for pl and bat scripts like cpanm.
ENV-Variables like PERL5LIB etc could point elsewhere. .cpan/ in your HOME-dir could cache wrong info. When double clicking a .pl in the explorer or even typing it in CMD could execute them with the wrong association. etc...
