Better yet:

use ECClib;

my $dbh = ECClib->get_dbh; # gets the same instance!

}
If you're using Perl 5.10+:
package ECClib;
use v5.10;
sub get_dbh {
state $dbh = db_connect( $dbuser, $dbpasswd, $dbserver );
}

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
