I concur with reasons already given by others.
Here's another.
Consider this (with two different $x variables):
my $x;
{
my $x;
}
Now this (with one $x variable used in two places):
my $x;
{
$x;
}
With no my keyword, how could the following tell these apart?
$x;
{
$x;
}
