Certainly ( 400 x 64 = 25,600 cores ) may be too much for the DB to handle.
Uh huh: and if "the necessary data does not actually arrive at every one of these cores," guess what happens?
Crickets.
And there is no possible "software" solution. Even if you have "25,600 cores," on paper, if you can actually only supply "400" of them with data "without interruption," guess how many cores you actually have?
Go ahead. Build a vast industrial complex "with stupendous reserve capacity," fed by a six-inch pipe.
