in thread sending message from unix to windows

A cron job runs on unix every minute which detects locks on a unique row between 2 Oracle users. The script hanging off the cron job detects the IP address of the 2 PC's. The 2 oracle users causing the lock will be sent a message informing them the name of the other locking user and also inform them that 1 of them has to discard their changes.
