If this was for a client, i would pick a an existing solution that allows you to configure it. It doesn't matter to me if the bulletin board was coded in Perl, PHP, or Python, as long as i can install it, configure it to my needs, and it can handle a fairly large amount of traffic.
If this was for my own needs, i would still probably pick
an existing solution, but if i were just wanting to learn
how bulletin boards worked, i would code my own. In Perl
with lots of CPAN modules. :) (i would try to incorporate
Template with Class::DBI.)
For the record, i have succussfully used Infopop's
Ultimate
Bulletin Board in the past ... but that was for a paying
client. I am sure there are decent free solutions out there.
