I think you're asking us to compare apples with oranges.

If the question is: can you make a system like SAS in Perl? probably. Can or should you do it? Probably not.

Perl is a programming language. SAS appears to be a Business Intelligence system.

Is Perl a viable alternative? Depends on how much effort you want to throw at it. Probably not from an economic point of view.
