I'm personally very lucky this way. My employer's web site isn't that integrated, which means we can rewrite everything whenever we have the time to do so. This is good, since most of the code here is cobbled together by people who aspire to be the next Matt Wright (use strict? modules? huh?). These days, when my boss points to an old CGI that needs fixing up, she usually tells me its OK to rewrite it, because she knows I'm going to ask anyway :)
