What would happen if you were to write a mockup in Perl and let people play with it for a few days? It'd likely be faster to develop than a mockup in Java. Having something concrete and working would give everyone a feel for how the technology works.

    Yes, and if the mockup is reasonably complete, the bosses may ask how long it will take to finish. This has happened to me more than once and my 'proof of concept' CGI scripts are still running in production :)
